These works which DLC won on a competitive tender basis with Tata Steel (U.K.) Ltd consisted of the construction of a new workshop along with a gas amenity building for the Tata Energy Department’s Gas Team who are responsible for the checking, monitoring and maintenance of all gas pipelines and outlets along with ensuring all gas safety requirements are met throughout the whole works.
The project was required due to age and disrepair of their old building located at the Morfa Gas Holder, so a new modernised building was required to be built with all members of the Tata Energy Gas Team being relocated to the new location near the WASS building and car park area within the works.
The main scope of the works involved excavating the existing ground to construct a concrete foundation, complete with all associated services for a galvanised frame building to be installed along with a pitched roof and then internal blockwork with all specified internal finishes.
DLC submitted all the necessary planning and building applications to the Local Authorities for the building and workshop to be built, working in collaboration with our subcontracted design team so that all required CDM regulations and building standards as required were met.
DLC also had to work closely with the client’s Tata Project Team who were supervising the works, along with the Tata Energy Gas Team who the building and workshop were being built for and had regular weekly site meetings to ensure a good working relationship with the client and for any issues arising during the duration of the works to be resolved promptly.
After excavating and installing a concrete foundation and the main galvanized building had been fitted, we installed all necessary blockwork to form all internal walls and subsequently constructed and set out the building to the detailed design specification required by the client, ensuring that all internal finishes were given to meet the requirements of our client.
These internal works to the building included the formation of various offices/rooms, along with canteen, welfare and toilet facilities inclusive of all associated plumbing and electrical requirements. We also received an additional order for another smaller building to be extended onto the original building that we constructed. This again involved a concrete foundation with a galvanized frame building on top, along with all associated blockwork and internal fixings to create a storage and repair facility for the Tata Gas Team’s various on-site equipment.
We also carried out further additional works to form a car parking area along with ‘Armco’ barrier protection around the perimeter and the formation of a concrete access pathway to both buildings.
We successfully completed all the works within the required submitted programme and the works were signed off by Tata in December 2015

After DLC successfully completed our first groundwork’s contract for Interserve Construction Limited at Ysgol y Strade, we were awarded a 2nd package for the construction of a new Health centre in Merthyr Tydfil.
The package consisted of a new ground bearing raft foundation for the Health Care centre, additional car parking facilities off an existing car park, Storm and foul drainage alterations and new service runs to facilitate the new building.
The project was executed under the JCT 2011 with Quantities form of contract. The quantities had also been produced under the New Rules of Measurement NRM2.
Work commenced in March 2014 and DLC assisted Interserve with the enabling site compound and welfare facility set up. The new building footprint was constructed within an existing busy car park serving the main Keir Hardie University Health Park. A traffic management scheme was carefully implemented to segregate public and site traffic within this busy site.
The site also proved to be very challenging as there was underlying fused slag across the whole site from a previous industrial heritage. Additional plant and breaker equipment was brought in to keep the project on track and pour the main slab to the clients programme requirements. Also vital to the site wide modifications was the construction of additional car parking spaces in time for the reduced capacity in the main car parks. This involved bulk excavation and levelling, importing stone infill and construction of a new storm drainage system complete with attenuation cells, hydro brake manholes and a deep connection trench to an existing outlet. New service trenches were also completed within live traffic to enable the building to be connected.
All of the external finishes were constructed to match back to the recently constructed health Centre and the overall appearance has stitched back well.

DLC successfully completed our first sub contract for Morgan Sindall at The Knoll, Abergavenny. The site, eventually to be a housing development sits next to Brecon road and opposite the Nevill Hall Hospital. The project was executed under the NEC option C (Target Cost), form of contract. Through early Sub-Contractor involvement at Tender stage, an alternative design for offered to the original scheme, DLC offered a Precast concrete attenuation system in lieu of large diameter concrete pipes which offered better maintenance options and easier constructability on site.
The proposed works included a new precast storage tank / box culvert (To Welsh Water approved specifications), diversion of the existing run along with new manholes to facilitate future connection from the housing development. As the works was located adjacent to a band of trees, remediation was required during excavation to ensure that minimal damage was made and the trees retained. As excavation took place for the new Storage Tank, temporary works were undertaken to allow the existing box culvert to be removed. A portion of the existing pipe run was to be left in situ and plugged.
DLC were also able to mitigate noise pollution on site surrounded by residential areas by installing a temporary diversion mains, which removed the need for ‘overpumping’ on site whilst the existing box culvert was being demolished. The also allowed a greater amount of work to be completed off-line.
DLC are confident that a good working relationship has been created with Morgan Sindall and as a result the project was completed earlier than the contract programmed and within the target cost.
